The Netherlands Authority for Consumers and Markets (ACM) has published the tariff proposals of the distribution system operators (DSO) and of TenneT (the Dutch transmission system operator of the national high-voltage grid) on its website. The costs of system operators must be collectively paid by all users of the grids (households and businesses) through the transport tariffs. ACM will assess the system operators’ tariff proposals, and expects to publish the tariff decisions by late November.


In September 2024, ACM already informed that the transport tariffs for households and businesses in 2025 would increase by approximately 11 percent. The tariff trends vary per consumer type and per system operator. For an average household, the tariffs will increase by approximately 60 euros per year (including VAT). Users of TenneT’s high-voltage grid and extra high-voltage grid will pay approximately 2.6 billion euros in transport costs, just like last year.


The tariffs go up because system operators need to make major investments in grid upgrades and expansions. In order to achieve the climate goals, many businesses and households are switching from fossil fuels to electricity generated from sustainable sources. That is why more and more sustainably generated electricity needs to be transported. TenneT also needs to make major investments in the construction of the off-shore grid.

    ACM had earlier indicated a projected 11% rise in transport tariffs for households and businesses in 2025. The tariff adjustments will vary based on consumer type and system operator, with an average household expecting a yearly increase of around 60 euros (including VAT).

    The tariff increments are attributed to necessary investments by system operators in grid upgrades and expansions to accommodate the shift from fossil fuels to sustainably generated electricity, aligning with climate objectives. TenneT is also investing significantly in the offshore grid construction.
