The guidelines cover the scope of application, types of payment conflicts, and the procedures for resolving disputes, emphasizing collaboration between the CNMC and operators.

Since 2015, the CNMC has approved 33 resolutions on payment conflicts of this nature. The initiative is part of the CNMC's 2021-2022 Action Plan to enhance efficiency and expedite interventions in such cases.

The guidelines align with the CNMC's goal of promoting effective competition in electronic communications markets, aiming to balance the interests of all parties involved, ensure service interoperability, and protect the rights of end users.
