The AdC has presented nine recommendations to the Government and Municipalities aimed at fostering a competitive and efficient electric vehicle recharging infrastructure in Portugal. This infrastructure is crucial for the widespread adoption of electric vehicles, a key technology in decarbonizing the transport sector and promoting sustainable economic development.
The recommendations stem from the study 'Competition and Electric Vehicle Recharging in Portugal' conducted by the AdC. The study highlighted various areas for improvement to enhance competition and efficiency in the electric mobility network, benefiting consumers and contributing to the economy's sustainability.
During the public consultation phase, which ran from January to March 2024, the AdC received significant input from various stakeholders, including public entities, consumer associations, operators, and companies in the electric mobility sector. This feedback helped identify additional recommendations and provided a more in-depth analysis of the sector.
The study identified several barriers hindering the expansion of a competitive and innovative recharging network in Portugal. These barriers include limited entry opportunities for new operators, challenges in payment methods and price comparability for electric vehicle users, complex organizational models, legal obstacles for new players in the electricity sector, and geographical disparities in network coverage.
In response to these findings, the AdC issued recommendations to the Government and Municipalities. The recommendations include simplifying payment methods at recharging points, streamlining the organizational model, evaluating the selection process for the Electric Mobility Network Managing Entity, ensuring independence between entities, and promoting competitive mechanisms for installing and operating charging points.
Furthermore, the AdC advised Municipalities to focus on timely regional development of the electric vehicle recharging network to address regional discrepancies and promote equal access to recharging infrastructure across different areas.
