The total number of postal items decreased by 11.3% in 2023 compared to the previous year, primarily due to declines in direct mail and periodical mail volumes.
The postal market's total revenue also fell by 6.9% year-on-year, driven by decreases in courier services, letter deliveries, and periodicals.
Despite this decline, the revenue from Universal Postal Service (UPT) remained stable, while its volume dropped by 16.9%.
Express Post AS ceased its operations in June 2023, leaving AS Eesti Post as the sole provider of periodical and letter delivery services in the market under the Omniva brand.
Several challenges arose during the transition of periodical delivery services to AS Eesti Post, with 92 complaints received by the Authority regarding undelivered periodicals.
Additionally, one postal service provider was deregistered, and four new courier service providers were registered in the Economic Activities Register, bringing the total number of registered postal service providers to 59 by the end of the year.
Notably, NOVA POST Estonia OÜ obtained a postal service operating license on October 27, 2023, becoming the only licensed postal service provider alongside AS Eesti Post, with the ability to offer all services except UPT.
