Renfe, the main employer of maquinistas in Spain, must now inform its competitors in advance of its hiring plans and wait three months before incorporating new hires, to prevent disruptions in services. The CNMC aims to maintain workforce diversity and service continuity in the railway industry.
The CNMC also requires Renfe to disclose its annual hiring forecasts and has previously imposed obligations to address the 'efecto llamada' effect caused by Renfe's recruitment drives.
Despite the availability of maquinistas, the replacement process can still impact competitors' operations due to the specific training required for new hires. Previous CNMC measures aimed to align training capacities with Renfe's hiring needs to mitigate disruptions.
