Allround Hollands Energie B.V. (HEM) has agreed to retroactively reduce rates for customers with fixed contracts in 2023 and 2024, following action by the Netherlands Authority for Consumers and Markets (ACM). Customers can choose to stay with HEM for the lower rates or switch suppliers without early-termination fees.
HEM has ceased selling energy contracts over the phone and committed to not attracting customers via phone for the next three years. ACM has appointed an independent monitoring trustee to oversee HEM's compliance with the arrangements, with potential consequences for HEM's license if they fail to comply.
ACM previously issued warnings to HEM for high rates and fined the company for misleading customers in telemarketing calls. HEM has offered commitments to address complaints, including reimbursing former customers who paid early-termination fees and informing all customers of their new rates within two weeks.
