The European Commission has initiated two specification proceedings regarding Apple's compliance with the Digital Markets Act (DMA), focusing on interoperability for connected devices and the request process for developers. These proceedings aim to ensure that Apple provides effective interoperability with its iOS and iPadOS operating systems, which are deemed core platform services.
The first set of preliminary findings addresses specific iOS connectivity features, such as notifications, automatic Wi-Fi connections, AirPlay, AirDrop, and Bluetooth audio switching. The Commission believes that opening these features to third-party devices will foster innovation and enhance user choice for iOS-compatible devices like smartwatches and headphones.
The second set of findings pertains to the process developers must follow to request interoperability with iOS features. Proposed measures include improving transparency regarding internal features, timely communication, fair handling of rejections, and establishing a predictable timeline for requests.
The Commission has launched public consultations on these proposed measures, allowing interested parties to submit feedback until January 9, 2025. The Commission will evaluate this feedback, which may lead to adjustments in the final binding decisions that will be adopted within six months of the proceedings' initiation.
These specification proceedings are distinct from non-compliance cases, as they focus on detailing compliance obligations rather than assessing compliance itself. The Commission's preliminary findings serve as a platform for Apple and third parties to provide input on the proposed measures.
