The Antimonopoly Office of the Slovak Republic (AMO) initiated a sectoral investigation in the first half of 2024 to examine the construction of optical networks on power line poles and access to these networks in Slovakia. The investigation seeks to identify systemic issues and promote intense competition in the sector.
The AMO is focusing on two main problems: access to physical infrastructure (power line poles) for operators interested in building optical networks and access to existing optical networks owned by distribution system operators in different locations of Slovakia.
During the initial phase of the survey, the AMO gathered information from distribution companies involved in constructing new optical networks on their power line poles. Preliminary findings suggest opportunities to enhance competition in areas such as infrastructure access, information availability, and service fees, ultimately benefiting consumers with more choices, better quality, and lower prices.
Aside from distribution system operators, the AMO is also engaging with operators providing internet services in various locations in Slovakia. These operators, who may use the new optical networks, are crucial stakeholders in the investigation. Operators who have not been directly contacted are encouraged to provide input by a specified deadline.
The primary goal of the sectoral investigation is to ensure fair, transparent, and non-discriminatory access to infrastructure and newly constructed networks for operators. By fostering intense competition, the aim is to drive down prices, improve service quality, and expand consumer choices. If competition law violations are suspected during the investigation, the AMO will take necessary legal actions to protect competition and consumers.
