The CNMC has finalized a process initiated in 2022 and 2023, establishing uniform criteria for calculating access capacity across all network operators. The new criteria are expected to create additional capacity in the grids for renewable installations, storage, and new demand facilities.
The resolution builds upon Circular 1/2021 and replaces the previous resolution from May 2021, aligning with the competencies granted by the Electric Sector Law to the CNMC and the government for regulating network access and connection.
The resolution separates detailed specifications for transmission and distribution networks, introducing changes such as different treatment for storage facilities, inclusion of Grid Forming technology concept, and enhancements in defining Synchronous Compensators (CS) among others.
A transitional period until December 2, 2024, is established for network operators to comply with the new specifications and publish resulting capacity information at their substations.
