The Estonian Dental Association has requested the Competition Authority to initiate a supervisory procedure to assess insurer PZU's activities in offering mandatory liability insurance to healthcare providers for signs of anti-competitive behavior or potential violations.
Initial information suggested that PZU might be the sole provider of liability insurance, but recent media reports indicate the entry of other insurers into the market, signaling a positive sign for competition. In light of the new entrants and their activities, PZU has also submitted a request for supervisory procedure.
The Competition Authority has reached out to market participants to gather additional information and evaluate the situation. They are currently focusing on conducting a market overview to determine whether there are grounds to initiate a formal procedure, with a decision to be made after collecting and analyzing the necessary information.
The mandatory liability insurance law will come into force on November 1, 2024. The competent authority for all matters concerning the interpretation and implementation of this law is the Ministry of Social Affairs.
The Competition Authority oversees competition in various sectors such as electricity, natural gas, district heating, postal services, communal water and sewage, railways, aviation, and ports. Additionally, it works to prevent unfair trading practices in the agricultural and food supply chain.
