Correos, a wholly publicly-owned company, is involved in postal and parcel markets and holds a 100% stake in Correos Express, a subsidiary specializing in urgent parcel services.

The report evaluates the intragroup contractual arrangements for reciprocal transportation services between the entities within the Correos Group, ensuring compliance with public procurement principles.

While the CNMC identified risks such as cross-subsidies and potential distortions in the Universal Postal Service, it concluded that the analyzed intragroup contract does not inherently distort competition, given Correos' legal obligations and oversight mechanisms.
