The CNMC has analyzed the draft law on industry and strategic autonomy, aligning with EU guidelines to enhance Spain's strategic autonomy, boost industry, improve international competitiveness, and achieve climate neutrality by 2050.
While some recommendations from the CNMC were included in the draft, others like considering limits on business cooperation networks were not adopted, especially concerning information exchange.
The CNMC stresses that competition is vital for innovation, competitiveness, productivity, and employment in the industrial sector, aligning with ecological and digital transitions and strategic autonomy strengthening.
Despite mentioning administrative simplification, proposed changes like reinforcing strategic autonomy or imposing new certifications may contradict this goal. The CNMC highlights the importance of removing unnecessary barriers to competition besides public aids to foster a dynamic and efficient industrial environment.
The CNMC offers collaboration for the regulatory development of the law and suggests improvements in various areas, including participation in the State Industrial Policy Council and ensuring effective competition in strategic procurement.
