The Autorité de la concurrence approved the joint venture between RATP Smart Systems (RSS) and TotalEnergies Marketing France to develop and market an employee commute management service for public- and private-sector companies. The service will include a mobility card linked to the Mastercard network for employees to pay for commuting costs like fuel, electric charging, and public transport passes.
RSS specializes in smart transport systems and mobility assistance services, while TotalEnergies Marketing France markets products and services for mobility and the home in mainland France. The joint venture aims to provide a comprehensive employee commute policy management service, including a management portal for employers to oversee expenses.
The Autorité defined the market for payment and management solutions for commuting costs, noting the emergence of this market with small players and subsidiaries of large groups. It consulted companies offering similar services before determining the market scope.
After analyzing potential non-horizontal effects of the transaction, the Autorité ruled out any competition concerns. It found no risk of foreclosure for competitors in the market for payment solutions for commuting costs or related markets. The investigation showed that neither party would hinder competitor cards' use or engage in anti-competitive practices.
