The Belgian Competition Authority is probing a proposed cooperation agreement between telecommunications operators for fiber network roll-out in Flanders.


The Belgian Competition Authority (BCA) is investigating a cooperation agreement between Proximus/Fiberklaar and Telenet/Wyre for the roll-out of fiber networks in medium population density areas of Flanders. The BCA is concerned about potential anti-competitive effects and aims to ensure fair distribution of cost-savings and efficiency gains for network users.

The investigation will assess whether the cooperation agreement violates competition laws under Articles IV.1 CEL and Article 101 of the Treaty on the Functioning of the European Union. It will consider the long-term impact on market structure, investment requirements, and competitive dynamics in the absence of the proposed cooperation.

The BCA will collaborate with the Belgian Institute for Postal Services and Telecommunications (BIPT) during the investigation, as mandated by the Royal Decree of 8 May 2014. The outcome of the investigation is not predetermined, and the BCA remains open to gathering further information to reach a conclusion.
