Rabobank has removed access restrictions for payment service providers after discussions with the Netherlands Authority for Consumers and Markets (ACM). Payment service providers enable retailers to offer various payment methods to consumers, including international wire transfers. ACM received reports from providers unable to do business with Rabobank, prompting changes to Rabobank's policy to comply with PSD2 rules.
ACM received complaints from payment service providers denied bank accounts by Rabobank, hindering their ability to offer services. Rabobank adjusted its admission policy by eliminating unnecessary financial requirements and high turnover thresholds, making it easier for startups to access banking services. Other banks are also required to align their admission policies with PSD2.
PSD2 promotes competition and innovation in the payments market by allowing non-banking competitors to access the infrastructure needed to offer payment services. ACM enforces compliance with rules for admitting payment service providers to payment systems and prohibits surcharges for payment method use, ensuring fair competition in the sector.
