The CNMC has calculated the net cost of providing the universal telecommunications service in Spain for 2021 at 8.64 million euros. This cost includes various components such as fixed network connection, telephone service, internet connectivity, and services for users with disabilities.
The approved net cost is derived by subtracting non-monetary benefits and subsidies related to services forming part of the universal service. Adjustments were made for non-profitable areas to reflect the costs accurately, considering the dismantling of the copper network by Telef贸nica.
In 2021, the net cost for Telef贸nica's universal service decreased by 1.18 million euros compared to 2020. The CNMC will also determine the contributions from telecom operators with revenues exceeding 100 million euros towards financing the universal service.
The CNMC is developing a new methodology to calculate the cost of providing the universal service, aligning with technological advancements and the new regulatory framework established by LGTel 2022 for universal service components starting from 2023.
