The ACM has approved the practice of cable pooling, allowing electricity producers, battery systems, electrolyzers, and businesses to share a single connection on the grid. This enables better utilization of the connection and the grid itself.
Cable pooling can aid in speeding up the energy transition and alleviating congestion issues. By combining different sustainable energy sources like solar parks, wind parks, and batteries on one connection, peak demand can be managed effectively, and more sustainable electricity can be supplied to the grid. An example is the shared connection on Stedin's grid in Koegorspolder, resulting in immediate consumption of sustainably generated power by businesses, making them more sustainable while reducing the burden on the grid.
Currently, cable pooling is allowed for solar and wind parks, with future regulations under the Dutch Energy Act extending this to all types of buyers. However, there are capacity thresholds and limits on the number of participants who can share a connection. The Energy Decision sets the criteria for sharing connections, with ACM enabling cable pooling ahead of the new regulations, subject to compliance with the Energy Act and Energy Decision.
Under the Dutch Energy Act, entities sharing a connection through cable pooling must act as a single entity. The practice is often facilitated through ACM's MLOEA scheme, where market participants arrange the shared connection usage and grid access among themselves. ACM supports such arrangements and requires market participants to notify them of their cable-pooling plans using a designated form.
