The French Autorité has recommended the French government to abolish regulated tariffs for electricity due to their limitations in meeting public policy objectives and hindering competition in the retail electricity markets. Despite being intended to stabilize prices and protect consumers, regulated tariffs have not effectively encouraged energy consumption reduction and have limited opportunities for suppliers.

The Autorité suggests replacing regulated tariffs with more targeted instruments, such as designating multiple suppliers of last resort, to continue meeting public policy objectives while fostering competition in the market. Additionally, efforts should be made to lower barriers to entry for suppliers and develop a comparison tool to assist consumers in choosing offers.

If regulated tariffs are maintained, the Autorité proposes measures to stimulate the market and differentiate the activities of supplying electricity at regulated tariffs from other commercial activities. It also recommends considering alternative price signals on the retail markets to reduce reliance on regulated tariffs as the main lever for public policy on electricity.

In the event of an energy crisis, the Autorité highlights the possibility of public authorities intervening in the retail electricity markets if necessary, including reinstating regulated tariffs on a transitional basis or setting retail prices.
