Fuel Companies Commit to Ending Price Coordination Practices

The Swedish Competition Authority has closed its investigation into fuel companies Circle K, OKQ8, and Preem after they voluntarily agreed to stop publicly publishing recommended fuel prices, addressing concerns of potential price coordination.


The Swedish Competition Authority (SCA) investigated allegations that the public publication of recommended petrol and diesel prices by fuel companies Circle K, OKQ8, and Preem could violate competition rules. The investigation was initiated due to the companies' consistent pattern of price announcements, which raised concerns about potential price coordination among competitors.

Circle K, identified as the price leader, typically published its price changes in the morning, followed closely by OKQ8 and Preem, often with only minor variations. This behavior led the SCA to assess whether such practices constituted unlawful price coordination that could harm competition and lead to higher prices for consumers.

In response to the investigation, the companies have voluntarily committed to discontinuing the public publication of recommended prices for petrol and diesel for private consumers. They will also delay the publication of list prices for corporate customers. However, they are still allowed to share pricing information through private channels under certain conditions.

The SCA has accepted these commitments, concluding that they adequately address the competition concerns raised during the investigation. A default fine of SEK 100 million will be imposed if any of the companies fail to comply with these commitments, which will remain in effect for three years. The investigation also cleared St1/Shell from further scrutiny.

Additionally, the SCA conducted a sector inquiry into the fuel market, which concluded that no further measures are necessary to enhance competition at this time, based on the findings from both the inquiry and the enforcement investigation.
