The Competition Authority initiates a public consultation to assess regulatory and administrative barriers in long-term renewable energy purchase agreements, aiming to provide guidance on eliminating unjustified obstacles.


The Competition Authority in Estonia is conducting a public consultation to evaluate regulatory and administrative barriers in long-term renewable energy purchase agreements, known as Power Purchase Agreements (PPAs), typically lasting between 3 to 15 years. These agreements are voluntarily entered into between producers and buyers based on market conditions without regulatory intervention in pricing.

The analysis aims to assess the market share of long-term renewable energy purchase agreements and identify any regulatory or administrative obstacles hindering the conclusion or development of such agreements. These obstacles may include disproportionate or discriminatory procedures, fees, requirements, standards, or other regulatory constraints.
