Competition authorities and energy regulators in the Baltic States have jointly prepared a report on the available margin in cross-border electricity trading for 2023. The report addresses key aspects of electricity market regulations and compliance with EU regulations.

According to EU Regulation 2019/943, power grid operators are prohibited from restricting the capacity of connection available to market participants to manage transmission constraints or power flows resulting from internal transactions within the supply area.

The minimum threshold for available margin in cross-border electricity trading, utilizing coordinated net transmission capacity calculation methods, must be at least 70% for power grid operators, effective from January 1, 2020.
