The Netherlands Authority for Consumers and Markets (ACM) is backing a move towards a more equitable distribution of system operation costs among small-scale users, aiming to base grid tariffs on actual usage rather than connection size.


The ACM supports a study commissioned by system operators to explore a new method of distributing system operation costs among small-scale users in the Netherlands, focusing on consumers and small to medium-sized businesses. These costs cover electricity transport and grid construction and operation.

Currently, grid tariffs for households and small-scale users are based on connection size rather than actual usage, leading to inequities as some users contribute less to grid congestion. ACM advocates for adjusting the tariff structure to reflect grid usage and related costs, potentially incentivizing efficient grid utilization and reducing peak-hour pressures.

The energy transition and increased electrification have raised demand for grid capacity, resulting in rising system operation costs. A study suggests that promoting efficient grid use could lower costs for many users, while those unable to adjust may face increased expenses.

System operators will propose an alternative tariff structure based on findings from the study, expected to be submitted to ACM in 2025. Stakeholder consultations will influence ACM's decision, with the new tariff model anticipated to be implemented by 2028, aiming for improved transparency and fairness in cost distribution.
