ACM Mandates Private Networks to Assist Public Grid

The Netherlands ACM is expanding its requirement for users to help alleviate pressure on the public grid during peak times to include private networks, such as wind and solar farms.


The Netherlands Authority for Consumers and Markets (ACM) is updating its regulations to mandate private networks, known as Closed Distribution Systems (CDSs), to participate in congestion management alongside users directly connected to public grids. This requirement aims to free up grid capacity, facilitate the connection of more sustainable projects, and address congestion issues, particularly in regions like Flevoland. System operators will now have the authority to demand flexibility from owners of CDSs, such as wind and solar farms, to reduce the burden on the public grid during peak periods.
