The CNMC offers guidance to the Spanish Army on improving the competitiveness of its future tenders for construction, catering, and clothing contracts. The Ministry of Defense sought advice from the CNMC to design these tender documents.

The Spanish Army will utilize a Framework Agreement for construction and catering contracts, streamlining the selection process for contractors over specific periods. The catering agreement covers meal services at various military bases and events, while the construction agreement focuses on works in Army properties.

The clothing contract will consolidate the manufacturing and distribution of 91 garments for all Army personnel over a three-year period.

To enhance public spending efficiency, recommendations include conducting thorough market studies, dividing contracts into lots, and incorporating clauses ensuring bidders are aware of competition regulations and the consequences of non-compliance.
