International Judicial Training on Cartel Agreements Held in Budapest

The GVH and OECD's Regional Educational Center hosted its traditional winter training for judges, focusing on cartel agreements and their economic implications.


On December 12-13, 2024, the Hungarian Competition Authority (GVH) and the OECD conducted their annual winter judicial training in Budapest, attended by 32 judges from 19 countries. This training is part of a series supported by the European Commission, aimed at enhancing the knowledge of judges regarding competition law enforcement.

The training primarily focused on cartel agreements, where participants explored the economic background of such agreements and examined various types, including price-fixing, buyer, and labor market cartels. The judges also discussed instances of collusion in public procurement processes.

Since its establishment in February 2005, the Regional Educational Center has aimed to support competition authorities in Eastern and Southeastern Europe, as well as Central Asia, through training and professional programs. The center has organized 30 judicial training sessions over the years, with nearly 1,000 judges participating.

Looking ahead, the center plans to celebrate its 20th anniversary in 2025 with a full program offering, including newsletters, educational videos, and seven international seminars.
