The Austrian Bundeswettbewerbsbehörde (BWB) and E-Control have jointly conducted an investigation into the electricity and gas markets due to significant price increases in recent years, aiming to ensure competition for the domestic economy and consumers. The second interim report follows the initial report from June 27, 2023.
The investigation included inquiries to 15 regional energy suppliers and utilities, focusing on market concentration, pricing, and procurement strategies in the gas and electricity sectors. Results revealed a decrease in the number of energy providers, high market concentration, and uniform procurement strategies in the electricity market across Austria.
Concerns were raised about varying price trends for end consumers despite wholesale price decreases, as well as the retention strategies of energy companies using secondary brands to retain customers. The report also highlighted instances of stagnant consumer tariff switching despite economic incentives.
Based on the findings, a law was enacted in June 2024 to address limited competition in the electricity and gas sectors, with further proposals for competition law enhancements pending. Stakeholders can provide feedback on the interim report by contacting taskforce.wettbewerb[at]e-control.at.
