The Spanish National Commission on Markets and Competition (CNMC) has started two specific public consultations to address the adaptation of the remuneration scheme for electricity distribution and the revision of the financial remuneration methodology for electric and gas networks in the upcoming 2026-2030 regulatory period. The aim is to tackle the challenges of decarbonization and ensure reasonable costs for consumers while promoting infrastructure development and efficient use.
Regarding the financial remuneration methodology, the consultations focus on aspects such as the general approach for the next regulatory period, updating the financial remuneration rate, treatment of risk-free rate, debt cost treatment, and mechanisms considering the difference between historical asset base and new investments.
The modifications to the methodology will determine the applicable rate for electricity transportation and distribution activities from January 1, 2026, to December 31, 2031. The methodology will also apply to gas sector activities in the 2027-2032 regulatory period, with the rate to be set in a subsequent Circular.
For the electricity distribution remuneration, stakeholders are invited to provide feedback on the general approach of the remuneration methodology for the new 2026-2031 regulatory period, incentivizing better use of existing electric networks, streamlining generation and demand connection, flexibility and transparency in investment plans, and regulatory cost information review.
