The Competition and Consumer Protection Commission (CCPC) has been designated as the enforcement authority for the EU Data Governance Act, following the implementation of EU Regulation 2022/8688. This regulation is part of a broader initiative to establish a unified framework for data sharing, which is essential for fostering trust among users and stakeholders.
According to Brian McHugh, the Chairperson of the CCPC, the significance of data in driving digital transformation cannot be overstated. He emphasized the potential benefits of data-driven innovation for both citizens and businesses, expressing optimism about the CCPC's new role in promoting a transparent and fair data economy.
The Data Governance Act is a key component of the European Commission’s European Strategy for Data. It aims to streamline processes for data sharing and innovation across various sectors and EU Member States, while ensuring the protection of privacy, personal data, and intellectual property rights.
As the competent authority, the CCPC will oversee several critical responsibilities, including managing the notification process for entities seeking approval as data intermediary service providers or data altruism organizations. Additionally, the CCPC will maintain a register of data altruism organizations in Ireland and monitor compliance among registered entities.
The CCPC will also handle complaints regarding non-compliance with the Data Governance Act, conduct investigations, and take necessary enforcement actions in cases of breaches. Furthermore, the CCPC will coordinate with the European Data Innovation Board and other relevant authorities to ensure effective implementation of the Act.
