The CNMC is conducting a public consultation to revise the methodology for analyzing the replicability of Telef贸nica's fiber offers by other operators, aligning with the EU's Gigabit Recommendation.
The methodology evaluates if Telef贸nica's wholesale fiber prices enable competition in areas with limited competition, with Telef贸nica setting these prices based on passing the replicability test.
Proposed changes include assessing replicability on a portfolio basis, removing time limitations on promotions, simplifying cost calculations, and reducing information obligations on Telef贸nica.
The consultation also updates parameters for the Net Present Value calculation, confirming that NEBA local and NEBA fiber prices meet replicability conditions.
