18.04.2024 | 🇱🇹 Lithuanian competition authority

The Chairwoman of the Competition Council presented the institution's 2023 Annual Report, emphasizing enforcement actions taken, consumer benefits achieved, and the need for increased financial resources.

Chairwoman Jolanta IvanauskienÄ— presented the 2023 Annual Report of the Competition Council, outlining achievements such as identifying violations of the Law on Competition, granting permissions for concentrations, and addressing competition issues in advertising markets.

In 2023, the Council's activities funded by 1 Euro from the national budget resulted in almost 6 Euros in expected consumer benefits, with an average annual benefit of 16.7 million Euros in 2021-2023.

The impact assessment by the Council focuses on direct economic benefits to consumers, preventing harm from anti-competitive actions like cartels or price maintenance agreements, which are closely monitored for consumer protection.

While the benefit assessment mainly covers consumer benefits, the Council also oversees unfair practices by retailers, state aid coordination, and competition advocacy to support businesses and public institutions.

The Council's experts provided guidelines on unfair commercial practices, restrictive agreements in labor markets, and conducted training and educational activities to promote competition compliance.

Chairwoman IvanauskienÄ— highlighted the need for increased financial resources to maintain the Council's effectiveness, aiming for a value for money ratio above 5:1 and focusing on priority sectors like energy, health, retail, and digital markets.

The Competition Council, an independent institution, reports annually to the Government and the Seimas, emphasizing accountability and transparency in accordance with the Law on Competition.
