The Estonian Competition Authority has initiated an investigation into AllePal OÜ, the owner of auto24.ee, to assess compliance with competition rules in the vehicle sales advertisement market.


The Estonian Competition Authority (Konkurentsiamet) has launched a supervisory procedure against AllePal OÜ, the operator of the auto24.ee portal. This investigation aims to determine whether the services offered by the portal, particularly related to the import, export, or reflection of data, comply with competition regulations in the vehicle sales advertisement market.

According to Kadri Lepikult, head of the administrative procedure division at the Competition Authority, the investigation will explore potential violations of competition rules, especially concerning the unequal application of terms and conditions for vehicle sellers. The authority has previously assessed that AllePal OÜ holds a dominant position in the market for vehicle advertisement services.

It is important to note that the initiation of this procedure does not imply that a violation has occurred or been confirmed. The investigation was prompted by complaints and tips received from the market.

The Competition Authority is responsible for overseeing competition in various sectors, including electricity, natural gas, district heating, postal services, water supply and sewage, railways, aviation, and ports, while also preventing unfair trading practices in the agricultural and food supply chain. The authority operates under the jurisdiction of the Ministry of Justice.
