The Competition Council found that the Ministry had favored the incumbent rail freight company, LTG Cargo, by implementing rules that created barriers for new entrants. By making changes to the rules, such as abandoning readiness assessments for new carriers and modifying fee calculations, the Ministry aimed to create a more open and competitive rail freight market. The decision of the Competition Council has been appealed to court, and the Ministry has paid a fine for the violation.
