Ministry of Transport Amends Rules for Rail Freight Carriers

The Ministry of Transport and Communications has complied with the Competition Council's obligation to amend rules for the allocation of capacity in congested public railway infrastructure, ensuring fair competition in the rail freight market.


The Competition Council found that the Ministry had favored the incumbent rail freight company, LTG Cargo, by implementing rules that created barriers for new entrants. The Ministry was obliged to amend the rules to comply with competition law, removing provisions that unfairly advantaged LTG Cargo. By making changes to the rules, such as abandoning readiness assessments for new carriers and modifying fee calculations, the Ministry aimed to create a more open and competitive rail freight market. The decision of the Competition Council has been appealed to court, and the Ministry has paid a fine for the violation.
